Basically every time I've worked at a place with a "QA department", the rest of the company has used them as a shit shovel that they throw things over the wall to and blame when things don't go out in time. I _get_ how this happens, but also _WHY DOES IT KEEP HAPPENING_?

Get your quality people involved earlier. Make them the advocate for the user experience in the room. Get them deep in with product during research time. Get them focused on tooling to make it so testing and deploying is easier. JUST DO ANYTHING OTHER THAN "QA IS AT THE END LOL"
